The Elder Keeper Council is a group of varied and unrelated dragons of each element who are among the strongest and wisest of their kind, well versed in history and general knowledge.
Due to their age, wisdom and power, the Elder Keepers serve as guides and advisors for all dragons in Aethyr, while other races also seek them out for counselling.
The Elder Keepers are burdened with the most important tasks in the realm:
To watch the political state of the world, advising all Kingdoms in order to maintain balance and peace.
To teach dragons of their magic and their history.
To dedicated their lives to the realms' protection and prosperity.

All monarchs throughout the world bow to their authority, and often seek their advice on their own political matters. They are also the only power the Celestial Order will take orders from in matters beyond religion.
The Elder Keeper Council resides in the same place where the Council was first formed: Aethyria, capital of the Heartlands, a neutral land under their leadership.
​
While the members of the Elder Keeper Council are never related, they are the highest ranking individuals and the most powerful form of leadership in Aethyr, comparable to a leading royal family in other lands.
Upon attaining their rank, they can from a House themselves with their new noble status, or they can be unrelated to nobility and Houseless. If they do, this House will be the highest elite in nobility ranks, titled as an Elder Keeper House, yet they are expected to obey the same rules all other Houses do.

Many factors are taken into account when granting the rank of Elder Keeper to a dragon: their elemental knowledge and mastery, their sense of justice and protection of all beings in the realm, and their knowledge in politics and society.​
History

Centuries ago, Aethyr was under the rule of tribes and clans of dragons with no defined rule, torn by war and conquest between the various elements.
Mistrust was at an all-time high, and the various factions had gone into a steep decline as violence escalated.
Eventually, the strongest and wisest of each element convened in a secret Council in the neutral continent of the Heartlands, with the purpose of brokering peace between all the warring factions.

It was thanks to these elders that peace was slowly attained, as the factions reluctantly agreed to work together, slowly forging peace treaties between the various tribes and clans, which helped solidifying them into the first Royal Houses all Aethyrian dragons follow to this day.
​
The Elder Keepers have two primary coat of arms featuring the Aetherian or Netherian Gods depending on their alignment, as well as the Elder Keeper symbol itself.

Traits do not count in this group, and this the members may look radically different from one another.
Each Elder is called by the term Elder Keeper.​​

Selection
​
Elders are chosen via a unique process: the existing Elders convene around the Pool of Visions, and through the Ancestors they are shown the next Elder that will take upon the mantle after their passing.
This can be a Guardian, or even an entirely random dragon whose potential they must train and develop in order for the Apprentice to be well prepared for such a monumental task.
This is because the Elders trust the Celestials and the Ancestors in their choice for the element leader of dragonkind. Thus far it has been spot on.

Ignerus, of Ignis Crown
Solar
Calm and confident, Ignerus is often the voice of reason at the Council meetings.
He is well versed in politics and knows the value of keeping a level head no matter what, as well as managing Heartlands' affairs with care. He isn't particularly fond of the power that the High Class has amassed through the years, but little is he able to do when more often than not the Overseer seems to elevate this style of life and management, with results that not even the fire elder can contest.
Ignerus took his chance to elevate his family to House status despite his own opinions, for the sole sake of ensuring they live a comfortable life. He only hopes this will not take a bad turn, and his family becomes the same kind of high-borne people he dislikes.
Horauror, of Hoarfrost
Frost
Impatient and ruthless, Horauror was truly emboldened by his achievement the day he was inducted as Elder Keeper by the Council. While he was already a nasty dragon before, his new status only empowered his worst traits, to the point the other Elders found themselves questioning the decision of their Ancestors to grant him such. Alas, he made himself useful and dependable despite his qualities that would've easily barred him from becoming an Elder, his mastery over his element as well as grounded and sound mind proved to be key in many events, and his teaching methods, despite questionable at best, yielded the best results every time. He's one of the oldest members in the Council and respected by many, either out of fear, or necessity. Despite granting his House higher status he still pushes all members to the limit, wanting to ensure they show the world they are deserving of their new social position.
Zeridor, of Slatescale
Nature
An unusually active and excited master, Zeridor is very dutiful, always hard at work to prepare the classes and trials for his students. Born in a House of remarkable earth dragons, he followed his own path to become a superb teacher.
The years don't seem to pass by him at all, and he's as energetic as an electric dragon!

Gale
Silent and reserved, Aeolus seldom speaks, but when he does, it's worth listening to. Not even fellow Keepers know much about him or his past, but his skill and willpower to protect those in his charge is undisputable. He prefers straightforward and well-measured approaches than the harsh ones of Horauror, yet he will agree with him when their views align for the betterment of the Heartlands.
There's a myriad of rumors about him, specially regarding his features and his particular care of the younger Keeper, Sitar, whom is often seen sitting in his shadow. Aeolus doesn't entertain any rumors, and merely offers a glare to any insults before turning his attention fully to his duties as an Elder.
The peculiar circumstances to ascension as an Elder Keeper lead many to eye him with suspicion.

One of the younger elders, an Umbra/Fear dragon of humble origins, who didn't have the biggest luck in life. Usually, the elders are of pure elements, but he was made an exception due to his strong sense of duty and bravery, willing to sacrifice everything for the sake of others, and giving his all to become stronger and better, despite having very rocky beginnings.
His experiences, albeit negative, shaped him into an exemplary dragon.
Phobos, of Syren Call

One of the younger elders, an Umbra/Fear dragon of humble origins, who didn't have the biggest luck in life. Usually, the Keepers are of pure elements, but he was made an exception for the position of Fear Keeper due to his strong sense of duty and bravery, willing to sacrifice everything for the sake of others, and giving his all to become stronger and better, despite having very rocky beginnings.
His experiences, albeit negative, shaped him into an exemplary dragon.

Wysteria, of Nightshade
Toxin
The oldest of the elders, Wysteria is a pure Toxin dragoness from a rich family from the Noxious Wastelands.
She founded her own House as soon as she attained her title, greatly improving the living conditions for her kin that moved to the city. She is known to be rather uppity and distant most of the time, with an air of superiority coming from experience and power. However, she is also one of the most reliable members of the Council. She has a soft spot for the younger generations, but less patience for older ones, with a progressive mindset.

Blood
The second youngest Elder, a pure blood dragon who reluctantly accepted his destiny to become a Keeper. Formerly a thug in the Underground, he worked alone attempting to improve the livelihood of the poor souls there. His empathy and protective nature of those less fortunate earned the Council's approval for his training once the previous Elder passed away of old age. To this day he remains a grumpy, crass and mostly antisocial dragon who is pretty upset at the fact he isn't able to do more, blaming the other Keepers for not making more extensive use of their influence to bring the Underground into proper control by the Guard.
